SANTACO marks 25 years with the election of new leadership

The South African National Taxi Council (SANTACO) has successfully concluded its 2026 National Elective held from 25–26 May 2026 at the Birchwood Hotel & Conference Centre.

Held under the theme “25 Years of Unity: Building the Taxi Industry Together”, the conference brought together delegates from across the country to reflect on SANTACO’s journey, review progress over the past 25 years, and elect leaders to guide the industry’s next phase of transformation and growth.

Speaking at the conference, Minister of Transport Barbara Creecy told delegates that the taxi industry is a vital part of South Africa’s transport system.

“National government fully appreciates the central role this industry plays in transporting eight out of every ten commuters. It connects millions of South Africans, helping them meet daily needs and access education and economic opportunities,” Creecy said.

She said government is finalising a new funding model to strengthen support for the taxi industry.

“A new funding model is underway, consolidating public transport funding streams with new allocations, principles and conditions.

“The model shifts implementation from capital investment in infrastructure to the operation of integrated, multi-modal public transport services for commuters,” she said.

SANTACO newly elected President Abnar Tsebe described the conference as a major milestone for the unity and future direction of the taxi industry. 

“This conference has demonstrated that the taxi industry remains united and focused on the future. We are on a trajectory to strengthen unity across all structures while continuing with the formalisation of the industry to ensure employees are properly employed in line with labour legislation and industry standards,” said Tsebe. 

He added that SANTACO would continue pursuing new economic opportunities aimed at modernising and diversifying the industry.

“The industry must position itself to benefit from emerging economic opportunities. This includes automated fare collection systems, in-transit advertising, in-transit Wi-Fi services, fuel supply initiatives and the establishment of spare shops that will benefit operators and commuters alike.”

Tsebe called on government to continue supporting the taxi industry until it becomes selfsustaining.

He said the industry is steadily moving towards full corporatisation.

“We are working towards well-structured taxi associations that comply with labour laws, tax requirements and the governance standards expected in the formal economy,” he said.

He added that more than 200 taxi owners, including minibus and metered taxi operators, have been formally registered as business owners.

“This year, 200 taxi owners were registered, together with their employees and drivers, who are now formally employed and have access to benefits such as UIF and Skills Development Levy contributions,” he said.
